«He compiled in the Long Telegram, a snapshot of Washington’s paradigm shift in the winter of 1946: what had once been tolerable Russian behavior was now provocative. Kennan’s five thousand words chilled and thrilled Washington, giving people new keys for decoding their anxieties. The Soviet were unremittingly hostile to the west, Kennan explained, that was the result of internal factors – historical and ideological - rather than of anything the United States had done. If not conventionally expansionist, Soviet policy was deeply malignant. Americans should not expect armed aggression from this patient regime but a long harsh political struggle».
